WEST Virginia Gov. Joe Manchin has joined almost every U.S. governor in protesting the latest White House power grab: a House- passed bill that would let President Bush seize control of all National Guard units.
Altogether, 51 governors, including some from U.S. territories, signed a letter that was delivered to Congress on Monday. It complained about a provision which House Republicans inserted into the National Defense Authorization Act, authorizing the president to take command of the Guard in event of natural disaster or homeland security threat.
