Summary
ON the face of it, there's nothing really wrong with Congress awarding $350,000 for music education at the Rock and Roll Hall of Fame in Cleveland. We believe in music education. Kentucky's prize of $2.3 million for an animal waste management project in Bowling Green seems reasonable, too. Animal waste is a huge problem in the Southeast, what with all the hog farms leaching manure into rivers.
