Summary


RECENT news reports show that Charleston leads the country in population loss during the last several years. Fewer people mean a smaller tax base, but the services the city must provide continue. Streets have to be maintained, garbage collected and a strong police force kept on the streets. Maintaining Charleston's infrastructure doesn't cost less, even with a dwindling population. Costs continue to rise and fewer taxpayers have to foot the bill.

With passage of the Local Government Consolidation Act, Charleston and Kanawha County now have a unique opportunity to realign themselves into a metro government with a population approximating 150,000. The threat of losing federal money would disappear and the services received by the taxpayers would not only improve over time but also cost less per unit of service delivered.
