SECRETARY of State Betty Ireland complained to the federal Election Assistance Commission about ES&S, the Nebraska supplier of new voting machines used in West Virginia for the first time in Tuesday's primary election. Headaches abounded:
* Some programming wasn't ready, so some features were not available. Handicapped voters, for example, were supposed to be able to vote without assistance for the first time this year. But Clay, Gilmer, McDowell, Mercer, Putnam and Webster counties were unable to comply with the federal Help America Vote Act's requirement to have at least one handicap accessible machine operating in each precinct.See the full content of this document
