OVERWHELMINGLY, House Republicans joined Democrats Thursday in passing a bill to make U.S. contractors subject to American prosecution if they commit crimes in Iraq or other foreign war zones. Hurrah! We hope the Senate concurs swiftly. It's a first step toward regaining control in the "hired gun" scandal.

American taxpayers shell out $1,222 a day for each Blackwater USA private soldier in Iraq. That equals $445,000 per year - six times the cost of a regular U.S. soldier. Yet the mercenaries aren't subject to Pentagon rules for responsible conduct. Maybe that's why they've shot Iraqis to death a half-dozen times in the past year - and engaged in 195 shooting episodes since 2005 - without much risk of prosecution.
