Summary


Although they find the prospects "troubling," members of the West Virginia Ethics Commission concluded Thursday they do not have authority to prevent a legislative attorney from using a loophole to evade the new "revolving door" prohibition in the state's Ethics Act.

Acting Thursday on a request last month from Donnie Adkins, Senate minority counsel, the commission concluded that it has no legal authority if Adkins changes his employment status from per- diem employee to independent contractor before the new law takes effect July 1.
