Staff development days are a waste of time for Kanawha County teachers and early-dismissal days for students could be used more productively for teachers, the president of the Kanawha County Education Association told Kanawha school board members Thursday.

"Staff development is not more important than instruction for students," union chief Dinah Adkins said at Thursday night's school board meeting.
