Summary


WEST Virginians are saddened by the death of Hovah Underwood, twice the state's first lady and a kind, articulate speaker for improving the lives of the state's children.

Mrs. Underwood was a former social worker and was credited with keeping the concerns of children and families in the thoughts of her husband, Gov. Cecil Underwood. During his terms, she advocated greater benefits for low-income families with children.
