WASHINGTON - President Barack Obama is seeking to withhold photos depicting the abuse of prisoners in U.S. custody in Iraq and Afghanistan, aides said Wednesday, citing concerns that "their release would endanger our troops" and could threaten national security.

The move is an about-face from the administration's decision last month to release 44 photographs in response to an order that a New York federal district court issued three years ago. The American Civil Liberties Union had sued the Department of Defense under President George W. Bush for the release of the photos. The Bush administration had challenged the release.
