Will the Raleigh County tragedy produce a landmark turning point for coal mine safety - or will the aftermath be limited to the pattern after previous disasters?

Undoubtedly, state and federal inspection laws will be toughened in coming months, as they always are in the wake of horrors. New safety laws are "written in the blood of dead miners," several West Virginia observers noted this week. Gov. Manchin, Sen. Jay Rockefeller, Sen. Robert C. Byrd and Rep. Nick Rahall, all D-W.Va., promise state and U.S. hearings and beefed-up enforcement.
