A new bill being promoted by Sen. Jay Rockefeller would boost federal efforts to deploy greenhouse gas controls on coal-fired power plants, but an expert says the measure won't work unless it's part of a larger package to address climate change.
Rockefeller, D-W.Va., joined with Sen. George Voinovich, R-Ohio, this week to introduce the Carbon Capture and Storage Deployment Act of 2010, a measure they had issued in draft form in March.See the full content of this document
