Nearly 60 department heads and other high-level city employees could get mid-year pay raises under a new classification scheme that Charleston City Council members approved Monday.

Council members adopted City Manager David Molgaard's plan to create a new E-level class for 57 professional, executive and administrative jobs at City Hall. All are exempt from earning overtime and serve at the will of the mayor.
