Boston Marathon Investigation ; Last-Minute Scheme Fell Apart Because of Low Gas

NEW YORK - The Boston Marathon bombers were headed for New York's Times Square to blow up the rest of their explosives, authorities said Thursday, in what they portrayed as a chilling, spur-of-the- moment scheme that fell apart when the brothers realized the car they had hijacked was low on gas. "New York City was next on their list of targets," Mayor Michael Bloomberg said.

* The Cool Ridge Flat Top Public Service District has issued a boil-water advisory for Blackhawk Lane to the end of Laurel Street, because of water line work. Customers in that area are advised to boil their water for one full minute before using. * The Raleigh County Public Service District has lifted a boil- water advisory for customers in Clear Creek.

Outdoor Dining ; City Offers Fence, for Fee; Under Proposed Bill, City Would Maintain Fencing On Sidewalks

Under a proposed planning bill, the city of Charleston would buy and maintain fencing for restaurants that want to offer outdoor dining to customers. Members of Charleston City Council's planning committee met Thursday night to tweak the regulations they passed a year ago that govern outdoor dining in the city's central business district.

Members of the Kanawha County Parks and Recreation Commission and county parks employees will receive state ethics training and revise their vehicle and donation policies in the wake of a tangle with the state Ethics Commission. Parks board president Anna Dailey offered the information during an uncomfortable interrogation of the parks board by members of the Kanawha County Commission on Thursday.

W.Va. Lottery Commssion ; Slot Technicians Put On Notice; 13 Rewired Machines Found That Withheld Information From Central-Office Computer

The West Virginia Lottery Commission will send letters to all video slot machine technicians and operators, warning that they'll be fined and lose their licenses if they tamper with the terminals. The statewide warning follows a Lottery Commission investigation that found that cash-box switches on about a dozen machines had been altered. The switches send a signal to the Lottery's main computer terminal when the metal boxes are opened to retrieve customer money.

Mingo Grand Jury Indicts 17 Over Pills

WILLIAMSON - Police in Mingo County were looking Thursday for 17 people indicted on prescription pill-related charges, the latest crackdown under the county's "Operation Zero Tolerance." The names of those indicted Wednesday by a grand jury were sealed until police could locate and arrest them. All likely would be arraigned before Thursday night, a spokeswoman from the county prosecutor's office said.
